My hcg is Not Doubling

I missed my period on 16th of may.My result came positive, I did my 1st hcg on 16 and the result was 21 then again I repeated it on 18 it came 26 and 3rd time after 48 hours it came 33, I am very worried, can I continue my pregnancy, my doctor said there is very little hope.Please help me, will my hcg double in next week?

Hcg increase during pregnancy

It is possible to begin with a low, but increasing rate and then increase steadily during your 4th-5th week.

It is hard to say, only time will tell.
